Rabbi Blumenkrantz approves spraying the face before makeup application (allow to dry completely before applying powders) and after application of Shabbat powders (allow to dry completely before adding any more powder).
Rabbi Yirmiyahu Katz only approves spraying the face before application of Shabbat powders (allow to dry completely before applying powders).
2019 Update:
Shabbat Moisturizers are permissible for use on Shabbos according to Rabbi Heinemann only as a "stand alone" product. It may NOT be used in conjunction, before or after using Shabbos makeup.
